On February 3, 1999, Salgado and an accomplice, Jose Andres Plascencia, were driving around Santa Ana when they spotted the victim and her friend walking home from the local community center. They lured the girls into their car under false pretenses, letting the friend out shortly after but keeping the 11-year-old victim captive as they proceeded to rape her multiple times over several hours.

The Abduction that Led to 5 Counts of Rape

According to the victim’s testimony, she and her friend had just left the community center near Jerome Park when two men in a Honda pulled up next to them. The men encouraged the girls to get into their car, but they refused at first. However, the men were persistent and eventually convinced the victim’s friend to get into the car, so the victim followed behind, not wanting her friend to go alone.

At some point during the drive, the victim’s friend said she wanted to get out of the car. The men agreed to let her out but refused to let the victim go with her. Over the next few hours, they kept the victim captive and took her to various locations around Santa Ana including a gas station and empty parking lots where they proceeded to rape her multiple times, at some points taking turns assaulting her.

Eventually, they dropped her off near her grandmother’s home, which coincidentally was in the same neighborhood where the victim lived. The victim’s aunt was home at the time and immediately contacted police to report what had happened.

Seeking Justice – Reopening a Cold Case

In the aftermath of the assault, authorities worked to identify the perpetrators but were ultimately unable to make any arrests. DNA evidence was collected during the initial investigation and a neighborhood canvass was conducted to try to identify the suspects based on a surveillance photo from the gas station, but neither effort led to arrests at the time.

The tragic case went unsolved for over 15 years before advances in investigative techniques and DNA technology allowed detectives to reopen the case in 2016. They resubmitted the DNA evidence for updated testing, which provided a match for Ismael Salgado. Further investigation of known associates pointed to his accomplice, Jose Andres Plascencia.

In 2016, 25 years after the horrific crime took place, justice was finally served when both suspects were taken into custody – Salgado in Chicago where he had relocated years prior, and Plascencia in Arizona.

Convictions and Sentencings Close Disturbing Chapter

Following their arrests, both men stood trial for the kidnapping and repeated rape of the young victim. Key evidence leading to the convictions included DNA matches, photo identification by the victim, and testimony detailing the traumatic events of that February night in 1999.

In 2022, Jose Andres Plascencia was found guilty and sentenced to 25 years to life in prison for his crimes. Ismael Salgado faced the same fate when he was sentenced on February 3rd, 2024 – exactly 25 years from the date he ruined an innocent young girl’s life along with his accomplice.

Salgado was convicted on one count of kidnapping to commit rape as well as five counts of forcible rape against a minor under the age of 14. The sentencing closes the book on a disturbing crime that went unpunished for over 15 years and brings some justice to the brave survivor.

Justice Served for an Unspeakable Crime

While the emotional damage can never be undone, the victim and community can hopefully find some solace in seeing these dangerous offenders serve lengthy prison sentences for their abhorrent crimes against an 11-year-old child. The case serves as an example that while it may take time, justice ultimately prevails for victims of sexual assault.

The community came together in the aftermath of the crime to support the survivor, who showed tremendous courage in recounting the details of her trauma to help convict the perpetrators decades later. Her bravery and strength, along with the unrelenting efforts of law enforcement, led to a just conclusion for an unspeakable offense against human decency.

While Salgado and Plascencia robbed their young victim of her innocence, they could not take her resolve to one day see them pay for their crimes.
